IRDR, Tonkin+Taylor, and World Weather Research Programme of WMO together published a policy brief Total Warning System for Tropical Cyclone.

The policy brief consists of Policy Recommendations, Contexts, Key Elements for a Total Warning System and Ongoing Initiatives.

The effective communications are emphasised in the policy recommendations. The policy brief also provide with the diagram of the suggested warning system.

Early warning is the key component of DRR with great contribution to the Sendai Framework Target a reducing the fatalities and Target b reducing the economic losses. It is important to develop a functional early warning system with the collaboration of science/technology community, governments, private sectors and other relevant stakeholders.
