Prof. Rajib Shaw was invited to give a key speech on the conference “From the Management of Crisis to the Governance of Risk:Time for a Paradigm Shift ?”

Prof. Rajib Shaw (Executive Director of  IRDR IPO) was invited to give a key speech on the conference “From the Management of Crisis to the Governance of Risk:Time for a Paradigm Shift ?” on January 9-11, Haikou, China. His topic was “Science Advocacy in Disaster Risk Reduction: Issues and Potentials”.

The co-sponsors of this conference were Center for Crisis Management Research of Tsinghua University, Ash Center of Harvard Kennedy School and China Institute for Reform and Development. The supporters were Global Challenges Foundation, British Embassy Beijing, EU-China Disaster Risk Management Project and Tomorrow Education Foundation. The conference co-chairs are Lan Xue (Tsinghua University, China), Arnold Howitt( Harvard University, USA), Fulin Chi ( China Institution for Reform and Development, China) and Arjen Boin (Leiden University, the Netherlands).

This conference focused on the following topics:

  • Challenges of risk regulations in different emergency management systems;
  • The contributions that theories on resilience and high reliability organizations can make on the development of the risk and safety regulation systems;
  • To what extent existing emergency management system can learn lessons from past crises and turn these lessons into risk/safety management practice? What roles does the accountability system play in the lesson-drawing process after crises?
